This stamp appears to have been used in 1891, and the perfins do not appear to form any letters; they’re possibly symbols, with an apostrophe? The awesome part is, the apostrophe-looking perfin in the middle has severed the perforations at the top, making a flap of paper that hasn’t been ripped off, or gone missing through all these years; even after being used!
